The Partnerships, Policy, Research & Evaluation team acts as a coordination point for data management, information sharing, policy analysis, and administration relating to reports, partnership agreements, research for funding proposals, professional development, formative and summative evaluation, and campus administrative review of proposals and surveys.

Carrol Moran, Ph.D.: As Executive Director, Dr. Moran oversees all research and evaluation activities across the Educational Partnership Center.
Catherine Cooper, Ph.D.: Dr. Cooper is a UCSC Professor of Psychology and Education and serves as our Faculty Research Advisor, ensuring EPC’s efforts are grounded in and contribute to relevant theories of teacher, learning, and education outreach.
Merle Lustig, M.P.H.: As the Director, she is focused on our GEAR UP programs, serving as a liaison between the department and program staff and managing formative and summative evaluation activities.
Stephen Mello: As the Policy Analyst, he provides research, analytical, and evaluative support to all of EPC’s academic preparation programs and initiatives.
John Coon: As the Data Management Coordinator, he ensures high-quality data collection, tracking, and reporting and also develops database systems to facilitate the EPC’s data needs.
Role & Function of Team Members
- Director/Coordinator: Organizes launch meetings, addresses evaluation process, coordinates action plan, and identifies and schedules tasks for plan and writing.
- Evaluation Specialists: Design and administer qualitative and quantitative data for reports and coordiante formative evaluation activities.
- Policy Analyst: Collects, analyzes, and interprets quantitative data for reports.
- Program Staff: Deliver services and provide information and data for reports.
- Data Coordinator: Manages student records system and collection of service delivery information.
- Report Writing Team: All team members contribute to the writing of narrative reports, matrices of objectives, and data templates.
